In order to elevate national competitiveness and foster balanced regional development, thereby ensuring Taiwan’s international competitive edge, the Executive Yuan has averted the widening of the urban-rural gap and the gap between rich and poor by improving existing complex administrative areas through spatial planning, as well as consideration of the administrative measures of various municipalities after the city-county consolidation. Taichung County and Taichung City became Taichung City Government, a special municipality after they were consolidated on December 25, 2010, and the bureau became Labor Affairs Bureau, Taichung City Government. This was performed in accordance with the law by merging the Department of Labor Affairs of the former Taichung County and Taichung City.
